9. Eligibility requirements for bidders:

(1) The bidder intends to be the person in charge of the project is a registered construction engineer of the second or higher level of the municipal public works major, or has the qualification of the original project manager, and holds the project manager safety training assessment certificate (category B) ; (Note: Bidders hold the second grade (or above) qualification for urban and road lighting engineering contractors)
(2) The bidder intends to be the person in charge of the project is a registered construction engineer of the second or higher level of mechanical and electrical engineering, or has the qualification of the original project manager, and holds the project manager safety training assessment certificate (Class B); (Note: The bidder holds the qualification of the third grade (or above) qualification of the substation engineering or the professional contractor of the mechanical and electrical equipment installation (the second grade (or above) qualification)

X. The method for determining the official bidder:
Method 1 (applicable to non-selective random extraction method)
1. If the number of bid applicants who meet the eligibility criteria for qualification examination is more than 5 and less than or equal to 12, all bidders who meet the eligibility requirements for qualification examination shall be the official bidders.
2. When more than 12 bid applicants meet the eligibility criteria for qualification examination, 12 randomly selected will become the official bidders.
3. If the number of bidders who meet the eligibility criteria for qualification examination is less than 5, the bidding will fail. The tenderer analyzes the reasons for the failure of the bidding, amends the bidding plan, and re-organizes the bidding after being reported to the relevant management department for approval.
