5. Qualification requirements of bid applicants:
5.1. The bidder shall have the ability to independently assume civil liability within the territory of the People's Republic of China and have the right to conclude a contract independently;
5.2 The company is in good financial condition and has sufficient working capital to undertake the project services;

5.9. Two or more legal persons whose legal representative is the same person, and the parent company, wholly-owned subsidiary company and holding company, may not submit bids at the same time.
5.10. Subcontracting is not allowed for this project project.
